Its called Caduceus. And the meaning can vary depending on who you talk to. It has gone through many cultures and traditions over the past couple thousand years. Today its used as a symbol of healing and the many things related to healing eg. hospitals have this near the door. From my understanding of the symbol and the research I have done it represents the ascension of Kundalini energy up the spine. The 2 snakes being your typical dualistic symbol, yin & yang or male and female, black and white. The staff is the spine and the circle on top being the pineal gland. The wings to represent "flight" or ascension. Hope this helps :)
